The regular Hamlin Township meeting was held on September 14, 2015 at 7:00pm at the Hamlin township office with Chairman James Trussell presiding. Township supervisors Dave Okerlund and Jim Myers were present.
Guests present were Bill Besecker, Bill Belitskus, Karen Sees, Dick Raught, Carolyn Stroup, Ted Lutz, Linda Myers, Wally & Brenda Howard, Kevin Kost, Chuck Abraham, Brian Sees, Gene Himes, Brady Himes, Georgie Howard
Meeting was called to order by Chairman Trussell by opening with a moment of silence in memory of Mike Mix.
Wally Howard stated that Kushequa road looks good and the berms are coming along nicely.
Bill Belitkus stated that park looks good. Chairman Trussel agreed the park grounds look fantastic and that Jack Walker is doing a fine job.
Carolyn Stroup informed that board and the residents that the next MJ2KB meeting will be September 23, 2015 at 7:00pm at the Mt Jewett Fire Hall.
Karen Sees informed the board that the online petition for the MJ2KB project has received 652 signature and a hard copy of the petition has received 450 signatures. The people that are signing are from all over, not just in this area. The Mt Jewett website and the Mt Jewett Memorial Library website have links to the online petition.
The minutes from the August 10, 2015 meeting were reviewed. Supervisor Okerlund made the motion to accept the minutes. Supervisor Myers 2nd, all in favor.
The treasures report from August 10, 2015 was reviewed. Chairman Trussell made the motion to accept the Treasurers report. Supervisor Okerlund 2nd, all in favor. Supervisor Okerlund made the motion to pay the monthly bills. Supervisor Myers 2nd, all in favor.
The Secretary report was reviewed. Supervisor Okerlund made the motion to accept the secretary’s report. Chairman Myers 2nd, all in favor. Supervisors agree to cancel the Kane Republican and not to subscribe to any newspapers. Supervisors agreed to permitting secretary to have $100.00 petty cash on hand for sewer payment change. Secretary is to research pricing on fireproof safe for the next meeting. The computer has been returned and all viruses and malware removed. Secretary also stated the desk in the office is falling apart and requested permission to research cost on a new desk. Brian Sees offered to donate a desk to the township. The secretary and the Supervisors were very accepting of the offer and will make arrangements to get the desk. The Supervisors and the secretary thanked Mr Sees for his generosity. Chairman Trussell made the motion to pay Rezelle for the service. Supervisor Myers 2nd, all in favor.
Dan Slagle of Nichols & Slagle Engineering informed the board of the completion of the restoration project and suggests the township agree to the restorations. Mr Slagel stated all the R/W have been acquired and he has directed the Solicitor to record all the sewer easements. The calculations for Campbelltown Road portion equals $2.15 per EDU/month. The amount the township owes Mt Jewett for July and August is $52.60.
Chairman Trussel made a motion to approve Reconciliation Change Order Number 2 in the amount of $10,350.00. Supervisors Myers 2nd, all in favor. Chairman Trussell made a motion to approve Final Estimate No 15 to Dave Roman Excavating, Inc in the amount of $10,350.00. Supervisor Okerlund 2nd, all in favor. Chairman Trussell made a motion to approve the PennVEST drawdown No 23 in the amount of $12,072.45. Supervisor Okerlund 2nd, all in favor. Chairman Trussell made a motion to approve Construction Fund Requisition No 74 in the amount of $4,175.30. Supervisor Myers 2nd, all in favor.
Road Supervisor Morgan gave his report. The boom mowing has been completed on Dewey Ave. They are working in Kushequa and the Turkey track but slow due to equipment issues. Work expected to resume this week. Morgan received a quote from Gernatt for anti-skid 3:1 mixture for $41.92 per ton delivered on an as needed basis. Chairman Trussell made the motion to accept the Roadmaster report. Supervisor Okerlund 2nd, all in favor.
Gene Himes informed the board that all is well with the fire department. He reminded residents not to do open burning due to the windy, dry conditions.
The township received a letter from the Hamlin/Mt Jewett Sports Boosters expressing thanks for the use of the field and an update on the dugouts. They will have concrete floors put in this fall. The Boosters also sent a donation for $250.00 to help with the mowing of the park.
The park committee did not attend the meeting, due to not being notified. They will be contacted for the October meeting. The supervisors discussed the serious need for mulch on the playground. The supervisors asked the secretary to check with the liability insurance company to see if the recycled rubber can be used and if so pricing on it.
The McKean County Historical Society is asking township residents for assistance in finding historical markers within the township. Secretary asked residents to please notify the office if they are aware of the locations of markers throughout the township.
Open discussion on the support of the MJ2KB project. Dr Sees informed the supervisors that the trail club is ready to go and can be operational within weeks of approval. Other clubs and groups are assisting by donating rail cars and other items. Dr Sees requested the supervisors write a letter of support to the McKean County Planning Commission, the Headwaters Charitable Trust, and ANF Visitors Bureau.
Having no further business to come before the board, Supervisor Myers made a motion to adjourn. Supervisor Okerlund 2nd, all in favor. Meeting adjourned at 8:32pm.
